The origin of the library dates back to the year of 1860, when Captain Jean Mitchell constituted a small library as part of the Madras Museum in the Madras Presidency in the British Indian Empire. Stocking heaps of books, designed of the library on the lines of the British Museum Library, it was part of the Madras Museum until 1890. When the need for an independent public library was felt by the then Governor of Madras, Lord Connemara, he laid the foundation of a new library on 22 March 1890. It commenced in 1896 and was rechristened after Lord Connemara, an Anglo-Irish nobleman. Connemara Public Library became the state central library in the year of 1948, with the enactment of Madras Public Libraries Act 1948. It was the first concerted effort in India to institutionalize, structure, otherwise, co-ordinate and organise public library services.
